Rob Bantin, one of the architects of Ubisoft's fairly impressive Snowdrop engine, has said that Star Wars Outlaws is a Game-Key Card as the game engine relies heavily on disk streaming for its open worlds and that the Nintendo Switch 2 cartridges were too slow to give the performance they needed to render the environments at speed. Bantin says that he doesn't remember the cost of cartridges even factoring into the equation. You can read his full reply to a Digital Foundry thread down below.
Snowdrop relies heavily on disk streaming for its open world environments, and we found the Switch 2 cards simply didn't give the performance we needed at the quality target we were going for. I don't recall the cost of the cards ever entering the discussion - probably because it was moot.
