A back-and-forth in demand led to a crunch with testing manufacturers as President Joe Biden called for testing to be a linchpin of recovery.

The president known for his negotiating skills faces a do-or-die series of votes that will determine the fate of his domestic agenda. But it's not Republicans in Biden's way. It's his own party.

The vote sets the stage for several groups, including people ages 65 and older, to get a Pfizer booster shot.
